Resumo

O ensaio discute o uso de técnicas de gamificação para análises ex-ante de políticas públicas. Concentrando-se principalmente nas lições aprendidas com jogos de RPG tradicionais e de tabuleiro, bem como nos princípios de design de jogos eletrônicos, discute-se o caso da Política Nacional de Proteção do Ambiente Escolar (Decreto 11/469, de 5 de abril de 2023). Utilizando a metodologia de estudo de caso e revisando a literatura disponível sobre o tema, o artigo apresenta uma aplicação prática de técnicas de gamificação para orientar um processo participativo de três meses de duração, que incluiu as fases de design, análise e relatoria. Intitulado “Método de Design de RPG de Tabuleiro para Análise Ex-Ante”, o método possui quinze etapas, que são devidamente exploradas no contexto da Política Nacional de Proteção do Ambiente Escolar ao longo do artigo. Como considerações finais, apresenta-se uma reflexão sobre a pertinência da expansão massiva de métodos de avaliação baseados em estratégias de gamificação online no Brasil.

Abstract

The essay revolves around the use of gamification techniques for ex-ante analysis of public policies. Focusing primarily on lessons from traditional and board-based role-playing games, as well as principles of electronic game design, it discusses the case of the National Policy for the Protection of the School Environment (Decree 11/469, of April 5, 2023). Using a case study methodology and reviewing the available literature on the subject, the article presents a practical application of gamification techniques to guide the three-month long participatory process, which included design, analysis, and reporting phases. Entitled “Board-Based RPG Design Method for Ex-Ante Analysis,” the method has fifteen steps, which are duly explored within the context of the National Policy for the Protection of the School Environment throughout the article. As final remarks, a reflection on the appropriateness of massively expanding evaluation methods based on online gamification strategies in Brazil is presented.
